Petition for special meeting
Forty-three owners can force the room.
We, the undersigned Unit Owners, petition the Council pursuant to Article 2, Section 3 of the Code of Regulations to call a Special Meeting of the Association for these ten purposes.
- 01
No Self-Dealing, No No-Bid Work
Investigate and prohibit self-dealing and no-bid contracts, including sewer/drain work, decks, roofs, siding, and tree work awarded without competitive bidding to current Council members or known associates.
Article III, Section 2 · 68 Pa.C.S. § 3303
- 02
A Real Reserve Study
Commission a full professional reserve study within 60 days covering the pool, roofs, sewer lines, and all major components, with a 30-year funding plan presented to all owners.
Article VI, Section 1
- 03
Open The Assessment Books
Review all assessments and fee increases from the last five years, including the fee increase two years ago and the two special assessments last year, and the board’s public statements that residents should expect one or two assessments per year going forward. Include the president’s statement that if you cannot afford it, you will have to sell — stop forcing our seniors out, stop spending our money on no-bid work. Include why roofs were replaced when not needed and why siding was redone on Building K (installed only 10–12 years ago) while most other buildings still have the original siding.
Article VI · 68 Pa.C.S. § 3303
- 04
Common-Element Leaks Are Common Expenses
Adopt a clear written policy that a leak originating in Common Element plumbing or pipes is repaired by the Association at Common Expense — including drywall, patching, and paint — and that owners will not be told to file a personal insurance claim first. The Code already gives Council the duty to maintain, repair, and replace the Property; Pennsylvania law says the association policy is primary and that deductibles are assessed as common expenses unless an owner caused the damage.
Article III, Section 2(B) · Article VI, Section 1 · 68 Pa.C.S. §§ 3307, 3312
- 05
Licensed Work, Real Permits
Require licensed subcontractors and building permits for all Common Element work.
Local building codes · Article III, Section 2
- 06
A Resident Events Committee
Create a standing Community Events & Social Committee of at least three Unit Owners to plan and run resident-focused activities (kid events, family movie nights, holiday gatherings) using Common Elements — with resident leadership, to build community spirit, increase property values, and make Trimble Run a more desirable place to live.
Article IV, Section 11
- 07
Forensic Audit Of The Finances
Commission an independent forensic audit of Association finances for the past five years, including special assessments, contracts, and related-party payments, with results presented to all unit owners.
Fiduciary duty · 68 Pa.C.S. § 3303
- 08
Heat, Water, And Fire Repairs
Require a written plan and timeline, presented to owners, for restoring heat and hot-water reliability in Buildings C and D and for completing fire-related and leak-related repairs in Building A, including any insurance claims.
68 Pa.C.S. § 3307 · Article III, Section 2
- 09
Parking Lot And The Contractor Purge
Review the parking-lot project residents report at over $50,000. The lot was paved in 2019; the September 2026 newsletter admits sealcoating was overdue and says resealing begins within the month. Demand the bids, the contractor, and the cost — and restore experienced vendors removed after raising transparency concerns.
Article VI · Article III, Section 2

A Pool People Can Actually Use
Before next season: slip-resistant treads on the steps, two handrails 20–24 inches apart (the ADA stair spec, used here as the safety measure), and a written process so a resident with a disability can request a pool lift or other reasonable modification to the common-element pool. Pennsylvania housing law covers condo common areas — including the pool — even when federal ADA Title III does not. Neighbors who want to swim should not be locked out by stairs they cannot use.
